What are the design caracteristics of a metalens unit cell ?

This lens will be used at 28 GHz (for mmWave in 5G applications). What kind of substrate (thin or thick) and the dimensions of the ring?

I have already designed a unit cell but I'm unsure about the results, especially in the S parameters, and I'm not certain if the height of the substrate is correct.

I hope to find answers to my questions.
