It depends on what you want from the university. The geotechnical engineering is very applied field, it cannot be only studied reading books and making simulations, so you should consider a university that has tight links with the industry. In this case, you can just check the cities where the greatest number of underground structures are recently constructed and find a civil engineering or mining university there. Perhaps, it will not have a high position in world university rankings, but, there, you will be taught by people who participated in constructed not a couple of construction projects during their entire career, but dozens or even hundreds complicated underground structures for the las ten years! Most of such school are in China, of course, where hundreds km of tunnels are constructed every year.
