While the Iraqi constitution of 2005 has the primary characteristic of consociational democracy founded in a grand coalition to govern a multiple ethnic and religious country, it still holds some shortages which need an amendment. I will only mention one of them.
Actually, the electoral system is not specified in the constitution, and does not fix a proportional representation claimed by a consociationalism democracy neither the principle of proportionality.
