From my experience banks have a risk framework covering various risks such as market risk (banks' primary business model is to earn money by managing financial risk; insurance companies by managing health or property risks), but also operational risks i.e. what can go wrong preventing the core business to function. As such IT activities are described and risk scenarios are developed with relevant mitigating schemes deployed to disable the risk (architecture of procedures and systems) or ensure existence and suitability of backup systems. All of this under supervision of the bank's, and their regulators audits.
