Excessive water may, however, induce high water tables, which, if saline, contribute to soil salinity. Water logging in combination with high salinity can cause greater depression in growth and photosynthesis capacity than would occur with either stress alone.
On the other hand someone say, excess water can reduce salt concentration which may positively affect plant growth.
So, a controversy is created here. I would like to request everyone for clarification about it.

In the first example it is possible that the concentration of salt in the soil solution is still high, so the root of plant can not receive water from it. Also it is possible that the water logging in this soil caused a root asphyxiation which reflects negatively on the root growth, and consequently on the development of the whole plant.
In another example,it is likely that the excess water is reduced the salt concentration in the soil solution to such a level that the root could adopt water from it. Also I think that soil in this example has a higher oxygenation to the root zone (a better ratio between water holding capacity and air filled capacity in compared with previous soil) which resulting with positively affect on root's growth potential under these conditions.
Water logging plus salinity can damage the root system. Moreover, continuous water logging in the root zone may cause water logged disease and plant may die.
Waterlogged soils prevent leaching of the salts as a result plant faces more harmful situation due to combine effects of waterlogging and salinity.
Water logging is known to cause Anoxic situation in the root zone and reduces nutrient uptake and will effect crop growth and yield. Water logging and salinity together shall have adverse effect on plant growth and crop yields.
