Cut-off scores are dependent on the nature/culture of the samples. Nevertheless, Lovibond and Lovibond (1995), for DASS, showed severity ratings from ‘normal’ to ‘extremely severe’ on the basis of percentile scores, with 0–78 classified as ‘normal’, 78–87 as ‘mild’, 87–95 as ‘moderate’, 95–98 as ‘severe’, and 98–100 as ‘extremely severe’.
They also state that DASS-21 raw scores be doubled to render them comparable to full-length DASS scores.

that's interesting question ......though it is likert type ad having 4 level of category, most probably depending on the population we are sampling we ca n use binary cutoff points 10 for depression ad 8 for anxiety. actually i had in this manner in my thesis.
