In my view and in practical, you may find lot of difficulties specially when there is no well defined job responsibilities, poor leadership and management, shared and overlapping work responsibilities and there you will find the role of self-disciplined. you may try the following, this is not a exhaustive list:

2. focus on your job assignments, if time permit help others.
3. Set job priority in routine and first target the work which may be complete soon
4. Do official communication for the work having shared responsibility
