I think there are many factors except the tool it self like:

The drug it self and its ability to cross BBB and also its lipophilicity high or low in between 0.50-2.5

After that there are three tools or methods as follow:

1-intravenous injection

2-received intranasal solution (INS)

3-received intranasal microemulsion (INME).

I think the method number 3 is the best one after the mentioned above
