Talking about the governance of water resources has become commonplace today, as scientific events, political declarations, and institutional programs aiming to promote new management methods that are more respectful of people and the environment follow one another, without however a commonly accepted definition of this concept. But the arrival of the notion of governance in the contemporary socio-political and economic vocabulary will at least have had the merit of giving rise to numerous debates, aimed at going beyond an overly hierarchical mode of administration or blindly trusting the mechanisms of market regulation. for resources that are difficult to categorize. Because water, according to its uses, the place of its exploitation or its extraction, it's quality, and its quantity, the legal regime that applies, may cover multiple issues and the malleable nature of the notion of governance makes it possible to consider a plurality of situations and actors.
Numerous experiences and theoretical arguments show that the efficiency of the water resources management system at the national level is encountering some difficulties. The heaviness and slowness of administrative procedures as well as the insufficiency of the monitoring and measurement system constitute the main factors of the fragility of public management. Several authors (Berkoff, 1994; Tolentino, 1996; Grimble et al., 1996) have shown that few countries have the administrative capacity for resource management, inspection, and control of groundwater operations.
In Agriculture sector, more research work should be carried out to find out water requirement of different crops according to variety, crop type, plant density, development stage, and climatic conditions. Then and only then recommendation of most efficient and appropriate irrigation system & strategy should be given. Sustainable integrated water resources management is based on the understanding that water resources are an integral component of the ecosystem, a natural resource, and a social and economic good. There should be social equity, economic efficiency and environmental sustainability.
