I think that some of the best topics for a student undertaking a Master of Public Administration would be:
- The importance of community involvement (for example, volunteer work or getting involved with local organizations)
- How to make effective decisions (for example, by considering the pros and cons of different choices, and considering the possible outcomes of those choices before making a decision)
- Effective communication (for example, the importance of listening to people and of communicating clearly and concisely - not allowing misunderstandings or confusion to develop)
The best research topics should be based on contemporary issues in the society. Generally researches are conducted to address needs, solve problems or profer answers to problems. Research topics should be chosen based on the need to be addressed. Challenges of meeting tge needs of the people, ensuring that people are satisfied with governance, service delivery to the people, transparency, corruption, bribery, nepotism, religion are aspects in public administration that can be addressed in research.
In developing countries there are many challenges of administration which research should be directed at. The dynamics of the society should provoke researches to address them.
I wouldn't suggest any specific topic but would suggest that the researcher should look around and will find multiple areas that need research. So much in rural areas, financial management at rural levels, local administration, etc.
Research makes more meaning if it is directed at addressing societal challenges.
I suggest one research topic relevant is "governance of records in government agencies or institutions" for whatever country you belong. you can evaluate the system of a government entity by looking into their records system.
