It is of importance to investigate the agricultural drought responding to meteorological drought and the influencing factors, which not only helps to reveal drought process and regime but also is useful for agricultural production and local water resources management. Several agricultural drought indices based on remotely sensed products have been proposed. Soil Moisture Deficit Index and the Evapotranspiration Deficit Index (ETDI) for agricultural drought monitoring, from simulated soil moisture and evapotranspiration derived from the SWAT and VIC. Soil Wetness Deficit Index, calculated from the land surface temperature and the NDVI (Normalized Difference Vegetation Index) derived from the MODIS satellite.

F. Bouteldjaoui , I have come across Compartment Bunding to conserve moisture as a successful practice. Also planning for Farm Pond can be a mitigative practice.

Drough makes an oxidative stress ,so using antioxidants like amino acids or osmolytes or vitamins ( C , E as alphatocopherol) or selenium .....can improve plants growth

Please lets not dig more about science here, lets go back to 100 year old practices.
1 ; Use of Mulching in the crop field will achieve 20 to 30% of water evaporation.
2 : Land Porosity will achieve another 20%(If land maintained very well with compost and vermicast are very much present in the land.
3 ; Land should have Humps (at-least 3*3) to stop the water and interlock. on this Humps we need to plants small fruits trees.
4 ; Water Harvesting - water ponds to be created.
5 ; Around the land tree's to be planted to create Forest kind of environment.
6; Animal Manure to be given a lot to create biomass creation in the land. all these practices will boost land to retain water and moisture.
Regions which are prevailed with drought, must go with superabsorbents i.e. stockosorb, pusa hydrogel, tragacanth gum, gum sterculia etc. application at sowing either directly mixed with soil or seeds vis-a-vis both concurrently. It will help to conserve 8-13 per cent moisture in soil.
