I agree with the previous suggestions. I would add the "French school", in particular INRA. You may read the following paper, which have as first author a former Argentinian PhD student at INRA: "Remote sensing capabilities to estimate pasture production in France" (2004) published in the International Journal of Remote Sensing, 25(23), 5359-5372 (authors: Bella, D., Faivre, R., Ruget, F., Seguin, B., Guérif, M., Combal, B., ... & Rebella, C.).
As suggested previously, ITC would be a good place - far cheaper than study in the US, and in an extremely international environment (we've had students in the past from some 170 countries, and staff from over 30 who have often lived and worked in non-Western countries).
