In my opinion, there is no ONE magical solution that will resolve the congestion problem from a large-scale network. When you talk about a large-scale network, you are also talking about a high level of heterogeneity that must be accounted for. You need to look at the modality, then the types of facilities (e.g. freeways vs. arterials). Also, congestion patterns and distribution across the network are key elements you need to account for. Depending on what you may find, a mix of several control and management strategies would be required where each strategy may be targeting a specific mode of transportation or a specific facility type.
Need to look into Transportation System Management (TSM) methods. They include car pooling , share a ride, park and ride, flex schedules and promotion of mass transit as well as parking policies in downtown areas
The simulation and visualization tools market is beginning to pick up. Many more choices for traffic simulation are becoming available. How can the requirements listed above be integrated it to these tools?
I am currently starting to develop an intelligent transport system, and it will predict the traffic congestion, that can be a possible solution for controlling traffic congestion
