I think, challenges related to both invention and discovery therefore revolve around finding motivation, finding funding, and finding time, just to name a few from the business context.

Creation of a new firm requires existing marketplace opportunities with possibilities known to the entrepreneur and favorable odds for success for entrepreneurial “spirit” to succeed.

The most important in India is the mindset of parents. Most of them are risk-averse. And more so for women. The security of a job(government or public sector) is high on priority list. Ideation is not encouraged even in early stages. The other barrier is that all start-ups require huge capital investments. The third barrier is lack of confidence.and most important is fear of failure.

Not the brightest of minds want to join startups, because startups do not provide the guarantee of job stability or lucrative remuneration. Moreover, founders want to keep a tight rein on operations atleast till the time the startup is slightly stable...but the environment startups work in are extremely turbulent, there are no long term competitive advantage... for which they need constant innovation... constant new ideas and work on those ideas... but centralised decisions and tight reins tend to curb the culture of innovation. There has to be a balance there

Another fine question Dariusz. When we go back to the dynamics of the state, market and society, the space of innovation becomes clearer. So, look at a startup in the west coast of the USA. Then, turn to the younger states and markets of the lower income countries. How can a startup survive in the lower income countries without the state? Then, where is the society? Immediately, diversity of the lower income countries emerges. We need fine case studies. Except, the methodology and epitemology of case study is poorly appreciated. Scholarship is challenged.

According to statistical data, on average 1 startup per 10 achieves spectacular success and develops dynamically for a minimum period of several years. 2-3 somehow manage, but without major successes, and the remaining 7 after a year or two years end their activities for various reasons. This statistic may differ slightly between regions and countries depending on external financing assistance programs, organizational support from business incubators, etc. However, a small part of opened startups has been functioning for more than 2 years and has achieved great success in the scope of offer development, business run, participation in the acquired markets, the sale of a specific offer of innovative products or services and achieves financial success, which provides development opportunities.

In view of the above, what are the key success factors for the development of innovative startups? Is the idea for an innovative product or service the most important? Is the innovative technology on the basis of which new products or services are manufactured? Are convenient sources of external financing? Is a well-connected team of founders of a startup? Is a convenient tax system supporting the development of small entrepreneurship and innovation? Are also other factors?

In my opinion, entrepreneurship develops effectively and becomes more and more competitive if the state creates the right conditions for entrepreneurs. First of all, low tax burden and low costs of contributions to the social insurance system. Contributions to the social security system should be adapted to the situation of running a business and the level of income.

On the other hand, there are countries in which the very fact of establishing a business entails the need to pay taxes and high premiums for the social security system even when real economic activity is not carried out and / or does not bring any or very low income and no profits. Such unfriendly tax and business activity systems operate in some countries.

Paradoxically, in some countries, taxes and contributions to the social security system, mainly micro-enterprises, are most heavily burdened with taxes. Paradoxically, micro-enterprises are often the source of new business solutions, innovations, start-up startups, and they are the source of entrepreneurship.

In some countries, the contributions paid by entrepreneurs to micro-enterprises for the social insurance system are fully voluntary and this has not led to a collapse and crisis in the state's public finance system in these countries. Some of the countries in which these contributions are voluntary are rich, developed countries in which entrepreneurship and innovation are effectively developing.

On the other hand, those countries in which these contributions to the social insurance system are compulsory and regardless of the economic situation, regardless of the generated profits, earnings and whether they actually conduct business activity in real terms, the public finance situation is not the best. What do you think about it? What is your opinion on this matter?

Lack of capital and managerial difficulties of disruptive technologies

The above discussion inspired me to formulate the following questions:

In developed countries, where as a part of pro-development economic policy, the state offers subsidies and loans on preferential terms for persons starting or running a business, for establishing and developing a small company, enterprises of the SME sector. In such situations, the financial issue is not a serious barrier to the development of entrepreneurship. In addition, in a situation of good economic conditions, i.e. high economic growth of the national economy, the situation on the labor market is optimal with low, mainly natural unemployment. However, for employers, there may be a problem finding specialists in industries, professions, occupations where in practice unemployment does not occur.

What economic policy instruments should the state launch to help entrepreneurs find employees?

In addition, what other barriers to entrepreneurship development exist in countries where the financial issue is not a serious barrier and where there is optimal economic growth, including very low unemployment?

I've seen many startups rush into development of an idea before truly understanding the requirements for a successful product and before validating the financial viability of the opportunity. Whenever someone approaches me for tips or advice on how to start a new company, I always ask them three things:

• How well do they know the problem or industry?
• Why would anyone trust them to deliver a solution for the problem?
• How will they monetise, and if there's a valid monetisation plan, will it be enough to cover the expense of developing and operating the solution?
