What are good solutions to socio-economic USA commodities surplus problems?

There is an interesting set of socio-economic USA commodities surplus problems introduced during the Truman presidency that have not been solved in effect qualitative ways. Examples of such USA commodities surpluses occur now in areas such as gas, raisin, corn, wheat, soy beans, water, etc. There are others. When USA production of either crops or energy inventories exceed their 'expected' outcome then what should be done with the positive productions of what would be 'expected'? Historically possibly bad solutions or less than favorable include some mix of the following:

1. Destroy the excess

2. Put the excess in Federal Government deposits or so-called reserves

3. Give the excess to overseas countries

4. Allow ad hoc whole sealers to come in and take any excesses

5. Give it away to the so-called poor

6. Ask foreign groups to come in and sell what is left, and then in many of the above cases

7. Keep the commodities at artificially high prices or costs instead of allowing the markets to lower prices and costs in make shift supply and demand outcomes.
