To get ISSN (for any format) there is a national center in each country. It may be National Library in some cases. List of National ISSN centers are listed in issn website.
For DOI, there are representatives in western countries, also you can apply to doi.org or crossref.org.

Diference between ISBN and ISSN. The ISSN (International Standard Serial Number) and ISBN (International Standard Book Number) are numeric identification codes. The ISSN, which consists of eight digits, is used to identify serial publications, whilst the ISBN, which consists of ten digits, is used to identify books.
The DOi and ISSN are unique numbers and help us to identify the published materials easily. For the DOI, it has a web/link that takes one directly to the publication.

ISSN number is not change. DOi indicates your specific article.
