What appraisal tool can I use for a survey comparing sutures and staples?

I am having difficulty understanding where the survey stands in the hierarchy of evidence pyramid (possibly at the lowest - next to the experts opinion maybe?) and what appraisal tool can I sure to appraise a survey for my RMEBP course. Need help please.
