As an European citizen and scientist, I can modestly affirm that the formation of Mentality is a complex result of different and several factors - endogenous and exogeneous - affecting thoughts, way of being and doing as well.
1. First of all, Education is the first key-stone able to "regulate our human and mental shape" into a different life-based contexts.
2. Lifestyle plays an important role, but it derives from the following combination of delicate "ingredients", such as: Education, Culture, Life Philosophy learnt through pragmatic examples coming from the family environment, school, university, friends, people around, as well.
It is a very delicate and constant process of growth and self-evaluation aimed at improving itself more and more.
3. The geographical aspect is characterized by a particular meaning, because it is often cause of tradition-based roots and Culture.
Thus, in my modest opinion, Mentality is a work in progress due to the complex dynamics that can characterize it over time and space.
I would like to add a further consideration - a kind of detail emerged during a reflection of mine, a few hours ago - about such a very interesting discussion.
The main "ingredients" above-mentioned need to be inserted into a common field matured over time, so-called Background of Experience.
I modestly think that considering the Age and the own Experience Background is fundamental during this process (work in progress, of course).
We are very complex dynamic entities: that's why every action-reaction, characterizing our life, can change over time. We are under a continuous "evolution".
Thus, this aspect could be one of the reason able to "trigger" action-reaction-pragmatic and emotional ranges in our "human shape".
Shortly, I would like to try sharing with You All a brief "mentality identity-based definition" of what "the formation of Mentality" might mean and how it might affect all of us and our lives.

Thanks for your patience in reading my modest viewpoint.
In my opinion, the formation of mentality is mainly influenced by genetic elements, traditional and socio-economic elements. Of course, this requires fundamental interdisciplinary research.
1. Genetic elements can be divided: family, ethnic, cultural, regional. The formation of a mentality of 20% depends on this. They are formed by millennia.
2. Traditional elements can be divided: national and religious. 20% depend on it
3. Socio-economic elements can be divided: the level of development of countries, worldview, level of education, politics, psychological environment, etc. 60% depend on this.
"Under a continuous evolution", to dear Antonella Dimotta. 📷
“Consciousness is a mystery that faces the mystery of potential and transforms it into actuality. We do that with every choice we make. Our choices determine the destiny of the world. By making a choice, you alter the structure of reality.”
The national mentality is formed by the economic living conditions of a people; everywhere is this ‘something‘ that dominates, due to the physical living conditions. G.Plekhanov and T.Geiger were early to explore this social phenomenon.
This is a very interesting case to think about! There is no simple answer but one must consider context and cases (evidences) within the evolution of a country. I found an article that one can refer to: "Psychological Factors, Influencing the National Political Culture within a Multi-Ethnic Society, Role of Socialization and Globalization for the Multinational State Political Culture Development " September 2014 Mediterranean Journal of Social Sciences 5(20),

On the one hand, the development of mentality at the national (or state) level is determined by historical conditions, local and / or national culture, local and / or national customs, linguistic differences, local media, social behavior standards, etc. On the other hand, they cause globalization processes determined by information globalization, mainly the Internet, and transnational, cross-border flows of people, i.e. people who either travel for recreational and tourist purposes or for business purposes, in search of better living conditions, more interesting and better paid jobs.
