(B) Meanwhile, our Department of Environment and Natural Resources [DENR] has also issued an administrative order providing guidance on ecotourism planning and management in protected areas -

The general objective of this Administrative Order is to recognize and operationalize ecotourism for the conservation and sustainable use of natural resources in protected areas. It shall also have the following specific objectives:

1. To institutionalize ecotourism planning and management process in protected area management;

2. To promote advocacy on the concept and principles of ecotourism;

3. To introduce ecotourism businesses in protected areas both as a conservation strategy and an economic development option through viable business partnerships

4. To promote inclusive equity of socio-economic benefits to the local community and indigenous cultural communities and encourage community participation; and

5. To ensure the participation of both women and men in the ecotourism planning and

management and that gender-related issues are addressed in the ecotourism management plan. with the local government units or the private sector:

Since the beginning, Malaysia took ecotourism as a socio-economy tool. It was NGOs and certain concern parties that pushed for the environmental aspect to be noted. Hence, in 1997, the National Ecotourism Plan was unveiled. You could check out the Plan in the given link

GENERAL PROVISIONS Article 1 (Founding of the Fund) This Law establishes the Fund for Environmental Protection and Energy Efficiency of the Federation of Bosnia and Herzegovina (hereinafter referred to as: the Fund), establishes the Fund's organization, the Fund for the Protection of the Environment and Energy Efficiency of the Federation of Bosnia and Herzegovina, Organizing and managing the Fund, earning revenue, distributing funds, assets and financial operations, and the Fund's public. In carrying out its activities, the Fund applies the principles of transparency, publicity, objectivity and accountability in the decision-making and application of internationally recognized standards of good practice. The Fund is responsible for managing the financial resources collected in the manner prescribed by this Act and the special regulations, with the aim of efficiently implementing the funds collected, with the minimum costs of its administrative expenses. Article 4 (Fund's Goals and Principles) In carrying out its activities, the Fund provides financial support for the achievement of the objectives and principles of environmental protection and improvement of energy efficiency, defined in the Federation's strategic documents, cantonal environmental protection plans and local self-government units, And the integral preservation of the environment, the preservation of natural communities, rational use of natural resources, energy and waste management as the basic prerequisites for sustainable development and the realization of human rights to a healthy environment!

II. DIFFERENCES FOR THE PROVISION OF LEGISLATION ECONOMIC INSTRUMENTS AND ENVIRONMENTAL PROTECTION Over the past few years, attention has been paid to economic instruments and their widespread use in environmental protection in Western European and Transitional countries, primarily due to the ability of economic instruments to: - Stimulate the change of pollutant behavior towards reducing environmental pollution , - contribute to the collection of financial resources for investment in environmental protection, - support sustainable development principles, as they change relative prices of goods and services that may adversely affect the environment, leading to the allocation of goods to more environmentally-friendly production and consumption. The polluter pays principle is the principle of internalisation of environmental costs by which state authorities seek to promote environmental protection, bearing in mind the approach that the polluter should bear the cost of own pollution by respecting the public interest without disturbing international trade and investment. Environmental or environmental damage is caused by environmental damage or environmental damage caused by illegal or improper use of the environment. The principle is not based on punishment according to the size of the emission but on the contribution of air pollution to the area, that is, not only the use of modern technology, but also the rational use of space (assimilation capabilities of the atmosphere through choice of location and chimney parameters). The existing Law on the Environmental Protection Fund of the Federation of Bosnia and Herzegovina ("Official Gazette of the Federation BiH" No. 33/03) has not completely solved the issue of the establishment and use of economic instruments for the environment, thus hampering the application of the principle of an integrated approach to the environment, sustainable development and the polluter pays principle , As important principles of formal environmental protection policy in the Federation of Bosnia and Herzegovina established by the Environmental Protection Act (Official Gazette of the Federation BiH No. 33/03 and 38/09). 21

Energy efficiency issues, in co-ordination with the activities related to the elaboration of the Energy Efficiency Act and the use of renewable energy sources, carried out by the Federal Ministry of Energy, Mining and Industry, are elaborated in the new Act. The Draft Law on the Environmental Protection and Energy Efficiency Fund was a cross-sectoral working group formed by representatives of the Federal Ministry of Environment and Tourism and the Federal Ministry of Energy, Mining and Industry. This approach has resulted in a unique and rational solution, avoiding the unnecessary normative duplication and the formation of a new institution, thus complying with the principle of economy The New Law is also co-ordinated with the Law on Waters ("Official Gazette of the Federation BiH", No. 70/06) The distribution of water fees and revenues collected on the basis of the lease of public water resources on surface water of category I, which was not covered by the existing Law on the Environmental Protection Fund of the Federation of Bosnia and Herzegovina. The issues of distribution of funds between the Federation and the Canton are precisely regulated, as well as issues of transparent work, planning and reporting in order to efficiently and appropriately spend the funds primarily intended for the overall improvement of the environment and the creation of prerequisites for sustainable development. Since the adoption of the Law on the Environmental Protection Fund of the Federation of Bosnia and Herzegovina, the name of the Federal Ministry of Environmental Protection was changed, and it was also necessary to change the name of the Ministry in the new law. For the implementation of this Law, it is necessary to adopt implementing regulations to be adopted by the Government of the Federation of Bosnia and Herzegovina and the Federal Ministry of Environment and Tourism  !

Text of the Law on the Federation's Environmental Protection and Energy Efficiency Fund

Bosnia and Herzegovina

I - GENERAL PROVISIONS (Articles 1 to 4)

Article 1 and 2 of the Law on Environmental Protection and Energy Efficiency Fund establishes the Fund

II - FUND ORGANIZATION (Articles 5 to 8)

- Purpose, manner of allocation or use of funds of the Fund;

Persons in performing the activities of the Fund;

- performing expert, administrative and other tasks of the Fund;
