Weather Poly vinyl alcohol can be used as a moisture barrier coating?

I was going through an article on PVA by chemical and testing assessment 61st JECFA , where they have mentioned PVA to be moisture barrier and mentioned that it can be used in high moisture foods my question when it is water soluble how can it be moisture barrier? I have attached the file for reference

Water soluble materials have the possibility to be used as a moisture barrier, even for high moisture applications. However, it is hard to get a good moisture barrier with hydrophilic materials at high relative humidity. One way to improve the moisture barrier properties, is by cross-linking which can give you moisture barrier properties similar to PE at low relative humidity, however the barrier properties are reduced strongly with increased relative humidity.
