You can look at companies that cold spray or plasma spray metals in inert atmospheres/ vacuum. Ablazeon is a company that can plasma spray copper to form pores of that size. You can talk to them. The website is www.ablazeon.com. They are quite technical. BTW, I have no affiliations with them.

Ask them about foam with lower pore size. At least you can try the foam with pore size 30 um and try to do the hot press for decreasing pore size.
