Do you get higher efficiency of your cells from glass substrates? If not, there is likely device itself problem rather devices on flexible substrates.
If yes, then you need to focus on the interface between electrode on the flexible substrates.
What is your flexible electrode on the plastic substrates?
I got a maximum efficiency of 2.4% on FTO substrate using my techniques.
For flexible electrodes, I used TiO2 film deposition on the PEN substrate as mentioned in the question.
What is the electrode on your plastic substrates? It can't be TiO2 though.
Do you use ITO on PEN or PET substrates? TiOx paste as electron injection?
I don't think you can use TiOx on plastic substrates since high temperature is needed to aneal the TiOx layer. The plastic of PET or PEN can only withstand the temperature lower than 200 degree C.
And also ITO on plastic substrates is easily damaged when you bend the substrates.
