I ran an LES simulation in OpenFoam. Everything is normal except the weird velocity contour at the edge of the refined area. The whole simulation ran completely with meaningful results but this area of high velocity does not make sense to me. Do you think if there is an issue with Paraview when I load data? Or something else? There is nothing at the edge of the refined area and that high-velocity area should not happen.

As you said, the rest of the domain has meaningful results; therefore, it is a proper solution to use several refining boxes with specific refining levels around the target area. It smoothes the results changes and improves the accuracy of results. The final refining box should have appropriate distances from target objects (buildings, or ...) to minimize this error. The trade-off between computational cost and desired accuracy is a bit challenging in some cases, but it is achievable.
I employed this refining method in my SCS paper. It successfully reproduced experimental data with reasonable accuracy. Besides, my ongoing research paper for BAE (under review) has further confirmed this method for providing accurate results compared to on-site measured data. The attached file illustrates the computational domain of my CFD case as well as the corresponding defined refining regions around the target area.

It seems the refined mesh has problem. Change it slightly and run it again to see if that goes a way
It seems the refinementmesh is too coast ，you must refine to more litter mesh.
