Majid Abdulhameed Ibrahim it is not registered by WHO yet and it isn't get a license out of Russia , and legally it isn't allowed to get this license because it just in the first phase !
Our own concern authority will check whether it followed all the necessary steps it had to follow and implemented accordingly. Then to decide what to do....
I think this is not an issue.. the last couple of weeks have seen people take it for trial.. there have not been reported lethality from that.. so that means it has passed an Adhoc trial.. however, considering biodiversity it has to go through all tests and trials.. as for the question if I can take it, as a researcher yes, I will.. if I am presented with such opportunity. I am able to review it first hand, and write a paper from that.. i am also glad that the government of Russia have chosen doctors and teachers as the first set of people to get it, this will go a long way to give comprehensive reviews about the vaccine as these are very learned people who can put feeling into writing and the world can learn from it.
Countries that decide to use it should test it on volunteers before jumping into mass vacination. The team testing should be neutral and has no bias. It could include co-operation of several countries.
