Schools and governments are struggling to increase ICT integration in teaching and learning. Its unfortunate that they ignore the fact that a good percentage of these learners own smart phone which they leave at home. Education stakeholders should encourage learners to bring their smart phones in classes to enhance teaching and learning.

the information-centric type of Internet use can have great significance for education in the near future. I would like to briefly explain this idea.
The use of the Internet today is address-centered. In addition to the current address-centric nature of Internet use, we need a new information-centric form of Internet use. The Internet should serve as a globally distributed, information-oriented, organized virtual library to support education in all areas (especially in universities). Using the internet as a globally distributed virtual library can greatly improve teaching. Smartphones are also good for this purpose. My pictures show how we can help students so that they can receive good information immediately - and do not have to search for a long time.
In today's Internet, the information is very often stored as web objects and is only accessible via web addresses (URLs). No attributes are assigned to the web objects, and this is a major disadvantage. Today's Internet can be expanded to an information (content) centric network (ICN, CCN). The information as objects in the ICN can be better structured. Corresponding attributes can be assigned to structured information in the ICN. In this way, new ICN services can be designed and Internet yellow pages created for students - for example as an Internet Service Go To. These possibilities are illustrated in my picture. In this way a virtual library can be developed.
To call up the requested information directly, we should use URNs instead of URLs. The URN (Uniform Resource Name) can serve as a kind of DOI. My idea shown here is based on the ENUM concept.
