This is the high time to provide startup funding from univeristy funds or by the State to the newly graduate students otherwise it will have worse effects on soci-economic indicators of any economy.
A single jobless graduate have brought numerous impact in society. It creates distress individually and aggregately among other family members. He/she himself counts in the level of unemployment of that economy. The next level is frustration if the tenure of unemployment will prolong which enhance the disruption within a society.
The univeristies are just producing the graduates and earn from their students. They have increased their intake on a commercial basis not for a propserity of a society.
I have not seen too many universities as a student or as a researcher/ lecturer where they prefer to give jobs to young and inexperienced people. Contrarily, universities always prefer to give jobs to older experienced people. I am not saying that this is wrong.
Usually, universities hesitate a lot to give jobs to young people because if these people make mistakes, universities are not in a position to take that and give them an opportunity to rectify their mistakes. So universities surely contribute towards the socio economic development of the country, but not by giving jobs to young people.
Secondly, pedagogy in most universities is framed by academicians and not by industry experts. That is why, there is always a difference between what is being taught and what should be taught to make young people employable. Probably this is the reason that in a field like business management, most students would prefer to study in a private business school than study in a university with a huge pedigree.
In Algeria, the Lecturers' recruitment in the field of science, at the university, is often not based on their knowledge of educational sciences. It's just their scientific profile that is taken into account. If there are many university unemployed, it's because there is no scientific collaboration between the university and the industrial world. The latter don't invest in the university human resource and it's a shame!

Personally, yes, the University has role in the socio-economic development of the country. The universities should be responsive to the employability, needs of the labor market, and promotion of quality life.
I believe the following article can be of benefit to you:
- Mohammed Saad and Girma Zawdie (2011) Introduction to special issue: The emerging role of universities in socio-economic development through knowledge networking, Science and Public Policy, 38(1), pages 3–6 DOI: 10.3152/030234211X12960315267453.
The university must have an effective role in the socio-economic development of the country.
Universities must train professionals who meet the demand for graduates for the economic and social development of the country and carry out scientific research that must be introduced in industries to have an impact on development.
In universities young graduates can be employed to prepare them as professors and researchers, they will be the academics in the future.
For me it is unquestionable that university plays a critical role in socio-economic development of a country. its mission is founded on meeting society and economy needs through offering students teaching, training and research programs together with community based projects that endeavor appropriate professional competencies and social responsibility to deal with increasing demands of society.
Naturally, there are other stakeholders that may assume its co-responsibility in employability needs of the labor market, and promotion of quality life
University has a very big role to play in the Socio-economic development of a country. Socio-economic development indicators are : GDP, Health, Education, Employment and income. University education must be comprehensive comprising of both academic and extracurricular activities. As imparting education only does not make the students employable. Through extracurricularactivities students must acquire employability skills which are: Communication, Team work, Leadership, Human relations, Attitude, Initiative. University must therefore align itself with Socio-economic development of a country.
