I have two rectangular plates with two holes vertically, separated by a distance of 65mm. While fastening them with help of bolts & nuts using a standard required torque tighter, they are slipping, i.e, they are vertically miss-aligning and this is causing trouble in matching one of the plates with other fixed hole in another bracket.

Can you think of a smart way to reduce this misalignment while tightening the fasteners and or a design optimization to match assemble them so they are vertically aligned before & after tightening. Cannot use special tool. I can just play around with tolerances, holes, slots etc..
