Turn-On Date for full Galileo navigation message?

I have heard rumours that the full Galileo navigation message, including broadcast ephemeris and TOW will be enabled in the coming weeks. Can anyone provide a date/time for this? I am assuming that SVs E11 and E12 will be the first to transmit - is this the case?
