In pipe flow, when the flow is turbulent, the convective acceleration (gradientv.v) for steady state is supposed to be zero since there is no change in diameter (uniform geometry). Where is the turbulent stress originated from based on the derivation of Navier Stokes Equation?

for "convective acceleration" you are talking about the term v.Grad v, right? Why are you considering the diameter of the pipe?
In general the definition of "turbulent stress" stems out from the velocity field decomposition in average and fluctuation parts. The non linear term produces the action of the tensor fluctuations.
