Tracking establishment survey frame changes is important for Economic Statistics. "Births," "deaths," and mergers change the frame from one period to another. In my experience with energy data this was important for determining how values for individual responders for each data item changed in a ratio from one period to another, and in estimating how totals for those data items changed. This would be important for any survey frames of establishment data, for each data item. A "death" of a responder unit means that for each data item, a value changed to a zero, or a "death" or loss of one data item for that respondent meant that particular data item value changed to zero, but in such cases there may also be one or more "births" from new entities which would be added on to the total for that item or items in the new period. For mergers, one or more cases of a data item value needing to be added from more than one respondent in the old frame to compare to one in the new frame will occur. If ratios are considered in that case, one can see how much change there was from one period to another for the merged entities to the new one, for each data item involved.
It is difficult enough to track data revisions made to individual units/establishments for its individual data items. Keeping track of revised data can make reproduction of historical results problematic. Add births, deaths, and mergers to this and this is a challenging organizational problem.
At least at one time I believe that there were challenges with archiving energy data where I worked. The newest, revised data would be used for the latest results, with hopefully good information on births, deaths, and mergers/acquisitions and the codes used to identify the relevant establishments.
In the case of sampling, both collected/observed and estimated or predicted (by regression) data/results need to be identified.
