I would suggest to look for more seed germination research on your particular species to check if there are any protocols. However, seeds naturally have a hard shell, so I would not be afraid to use NaClO since it is a common practice.
I can share our protocol used in allelopathy research where we test seed germination:
Seeds were surface sterilized with 0.1% NaOCl (sodium hypochlorite)
solution for two minutes, then rinsed with distilled water at least 3 times.
You can treat the seeds with hydrogen peroxide (20%). However, for the germination of Orchid seeds, fungal spores are needed, with which the plant is in symbiosis. Consequently, any sterilization can kill the spores of the fungus and seed germination will become impossible. I think it would will better if you put the seeds in the substrate in which the mother plant grows Habenaria dentata.
