I suggest you test Lepidopteran larvae of various instar. Entomopathogens of the Isaria species are estimated with a prevalent virulence on Lepidopteran insects. 

See attached PDF. You can evaluate which strains are the most virulent versus your insects. In this paper, larvae of Spodoptera frugiperda, Spodoptera exigua, Helicoverpa zea, and Heliothis virescens were tested. 

Generally, the first instars larvae are the most susceptible.

You can use Isaria spp on rice water weevils Lissorhoptrus oryzophilus Kuschel

(Coleoptera: Curculionidae).  Beauveria bassiana has been used vs rice weevils successfully.

You can use any insect on the basis of losses caused in your areas and internationally important insects like Psyllids transmit HLB citrus greening globally very important now a days, Aphids  transmit viral disease, termites are also destructive and cause huge losses. So which is the most important according to your objectives and your area in terms of losses.

I think the most susceptible insects are the nymphs of Bemisia sp. or Trialeurodes vaporariorum and aphids.
