I don't know about XANES spectra, but for Raman spectra there are two very good publications that summarize the main vibrations of major fluid phases:

Maybe you can find some good answer of Raman spectra of gas and liquid matters in "Geofluids" book by Vratislav Hurai, Monika Huraiova´, Marek Slobodnı´k,Rainer Thomas, 2015. In this book they showed a lot of Raman spectra details of geofluids (liquid and gas phase).
