Therapeutic index limitations for potent, moderate and weak anti HIV agents?

I extracted some phytochemicals and have tested their anti HIV activity calculating their IC50 and therapeutic indices. Now I want to classify them to weak, moderate and potent anti HIV agents. Is there anyone who can describe which therapeutic index limitations should be considered for this classification?
