In general Thermal conductivity is a second-order property tensor with 9 components. Mathematically anything that maps one vector (here, heat flux) to another vector (here, temperature gradient) is a second-order tensor. However, it can be reduced to a scaler or second-order tensor with less number of independent component, depending on the crystal symmetry (specifically the point group) of the material under consideration.
