The report analyses and evaluates Austria’s scientific and technological capability in an international comparison as well as the progress that has been made toward achieving the goals of the Federal Government’s Strategy for Research, Technology and Innovation (RTI-Strategy). For this purpose, the Austrian Council uses a set of 73 indicators which was developed in collaboration with the Austrian Institute for Economic Research. The 73 indicators depict Austria's performance in relation to the Innovation Leaders according to the Innovation Union Scoreboard (IUS). They also reflect the objectives contained in the RTI-Strategy. All indicators are based on international and national data from the OECD, Eurostat, Statistik Austria etc.

obviously this would need a thorogh analysis, but based on a quick look, I think the main drawback of OECD/Eorostat methodology is the focus on financial data and much less the organisational aspect (nonfinancial factors) - i.e. how to improve the productivity; especially within the companies. Based on my experience and research, the nonfinancial factors seem to be just as important in influencing the innovation results.

you might use a simple indicator of overall organisational efficiency, such as the ratio of innovation revenues generated with inputs (i.e. innovation revenues per 1 EUR invested), such as suggested within:

A more detailed look (but perhaps more suitable on company level rather than national level) may be to measure the nonfinancial factors separately (i.e. vision and strategy, org. culture and climate,..), such as within:
