What is the nature of a police institution - civil or militarized? The question is related to democratic countries.
Let me promp the researchers specially of the political science domain. No country can be imagined without its Armed Forces and Security Forces, the first ones to assure protection from external perils and the second ones with the duty to garantee internal security, with respect to the democratic institutions and the citizens. However, when we see some interventions of police forces we do criticise the use of desnecessary violence.
What happens in some democratic countries is that there is a mingling of militarism in the police forces an this fosters violence and desrespect to human rights. This does not mean that the military shoud not colaborate with the police, but should the military caractarize a police institution?
I do appreciate Anastasia Vonogradskaya's position. In my first intervention, I was clear enough to distinguish 2 situatios: one, that of assuring internal security, in time of peace and democratic normality; the other being that os essuring safety from external perils and attacks when problems in mantaining the sovereignity of a State arise. In the first it is a matter for the police force, in the second, for the military. This does not mean, however, that the is no ground for the military to intervene in internal security. In fact, the Constitutional Law of any democratic country indicates the occasions when such intervention should take place - Stated of Siege, Emergency and National Calamity. What M. Anastasia refers concerning Ireland is Emergency.
But the real issue is that in a democratic situation and social normality, you can´t just put the military to assure order whilst dealing with the citizenin his social and normal daily life. It is different when an order is given by a soldier or a policeman. The latter is trained specifically to deal in a civil posture and not in warfare activity.
First of all please forgive me for the late answer. In fact other matters concerning my life took me to overview the last answer. However if it may be of some utility here it goes. The expression "mingling of militarism in the police forces" is simply a reference to the theory that defends that police organizations only survive and have meaning when directed by military personnel.
