The easiest way to see the difference is comparison of electrophoretic mobility using classic capillary electrophoresis or nanosizer. Certainly, you will see the difference, especially at different pH. pKa of PEI are covering a significantly broader pH range. The other option is potentiometric titration, but it requires a substantial amount of material, which is expensive.
So, technically the difference is related to the size of modified nanoparticles and charge of the groups at the surface.
