Without knowing those two pieces of information, it would be difficult to grasp the very core of the concept of entropy.

I think one has to be careful with the phrase “entropy-reducing device”. Laser radiation (like radio waves generated by electronic oscillators) has a very low disorder. If applied to a system with disorder, it can therefore reduce this disorder (example: laser cooling of a gas).

But during laser cooling the radiation gets dissipated, and this means a gain of entropy in the whole apparatus. This is similar to a refrigerator: It can lower the temperature and thus the entropy of what it inside, but the operation of the refrigerator as a whole increases entropy.
