What is the reason of the difference between fluorescence data and ITC data?

the difference in the magnitude of binding and thermodynamic parmeters

obtained by ITC and fluorescence spectroscopy was due to

the fact that ITC measured a global change in the property,

whereas the fluorescence spectroscopy measured only local
