I am currently pursuing research on the application of EMS in governmental institutions which are responsible for infrastructure service delivery, namely the Department of Public Works.
The problem:
I have noticed that the said department and other government institutions are seem to have leeway with regards to environmental compliance and are reactive rather than proactive thus resulting in cascading environmental issues, increased redundancy and expenditure.
There are many opportunities for weak links from top government direction, agency management and decision making, to field survey, design, attention to detail, implementation, attention to detail, inspection, knowledge of field inspectors and contractors, etc. In the real world, everything regulated does not always fit the circumstances, importance level, risk to life and property, and as well as knowledge and acceptance. It is important to adjust regulations and guidelines if failure becomes common place, and to manage, upgrade or replace systems that are ripe for failure. For example, drain portions of dams prior to severe rainfall forecasts, clear excessive fuel buildups in fire prone areas, identify culverts and bridges that are underdesigned especially on high traffic public roads. Identify and prioritize problem areas, adjust and mitigate as possible. Educate on the risks, hazards so informed decisions can be made. Use certified or licensed professionals to review circumstances where rules are not to be applied, and adjust accordingly if direction changes are appropriate or can be refined.
