Ottawa technology enhanced assessment consensus statement was adopted in 2011. Richard fuller in a presentation on 'Technology in assessment' in Ottawa 2020 conference addressed the issue. But till to date I failed to understand it. Is there any one to explain 'What is actually meant by 'Technology enhanced assessment?''

Technology Enhanced Assessment (TEA) is a broad term that encompasses the diverse methods by which technology can be used to support the management and delivery of assessment. TEA does not mean simply replacing existing assessments with digital versions, but rather making use of technology to tackle some of the operational and pedagogic issues of assessment. TEA is therefore by no means a magic bullet, but rather one method of supporting the pedagogy and best practice relating to assessment.
Advantages and disadvantages of TEA Digital technologies have the potential to improve the design, delivery, and targeting of national monitoring. Technology-enhanced assessment can be used for delivering tests online and increasingly, for providing adaptive test questions that match the performance of students as they undertake a particular assessment. In the Netherlands, for example, different digital editions of national tests supply extra questions in certain areas that are intended to support students with learning difficulties.4 TEA can also provide greater efficiency in the administration and marking of tests, the use of new item formats and improved reporting mechanisms.6 TEA has the potential to offer both more accurate assessment information and provide immediate feedback to the test-taker. However, the use of TEA for national assessment is also vulnerable to the pitfalls common to technology-enhanced learning which include the cost and maintenance of infrastructure; the availability of technical support, and the need for training of staff involved. There are also issues of fairness since students with greater access to technology may be perceived to have an advantage.

In many ways, the term is a 'buzz-word' used in educational marketing without specific definition; e-assessment or technology enhanced assessment (TEA) is a catch-all term for all the various means that employ technology - specifically digital tech - to aid in the delivery and management of assessment activities. Examples range from online testing for formative assessment or summative assessment, use of digital publishing tools such as wiki's and blogs for reflective and self-assessment, using personal response systems (PRS) in class or en-mass for formative assessment; online discussion boards and forums with assessed contributions as well as video-conferencing to deliver feedback and assessment.
