I have read for an SIW, the operating frequency far from the cutoff frequency contributes to a smaller error (Ref: Y.J.cheng).

Its obvious that operating freq or dominant mode will be away from the cutoff frequency. Better you make comparison with equivalent metallic waveguide. There you can get standard parameters, (e.g cutoff freq, dominant mode /operating freq of other mode....). Small error will not make a significant difference. You can optimize as per your requirement. Better use optimizer which is in built in CST
As i know mam, in SIW structures the dominant mode frequency and the operating frequency is same. If you switch the mode like TE 01, TE10, TE11 you can get different operating frequency. Better if you share the link of this article.
In SIW, the further you go from cut-off frequency, the better will be the response. You can try simulating a generalized SIW in CST for a specific cut off frequency to verify the same. You can refer to the following for designing in CST,
