If at all, this happens, what has been proposed by you, the world will become one. If the world becomes one, then the individuality of many leaders will vanish. Thus, we may see a new set of world leaders. I doubt that the existing ones have the tenacity to tolerate that. Therefore, I doubt that this will ever happen in future.

Dear Dr. Rao,

I like your question because it raises a point on which there is a lot of contradiction in international development and also in public administration teaching. As a social scientist, lawyer and also a manager who has been developing and publishing a number of indicators and also codifying international development law (you can find many of my indicators on my ResearchGate site), I can give you an answer.

We DO have many international agreements on which there is consensus globally (universal agreement) and that also would specifically protect the rights of individual cultures to protect themselves and their survival/sustainability. So once they make choices of which things are most important to protect, which is the prioritization of their preferences/choices, THEN there are specific professional standards that they can apply to best achieve results. So why don't they?

First, we have a lot of principles listed internationally, but they aren't prioritized in a way that they can be applied to protect rights of cultures and individuals in a way that follows international law. They are just a bunch of contradictory words. So, I have worked on trying to systematize them so that can be done.

Second, even where this is now possible, where you can start with a priority and then follow standards, powerful countries and international organizations (public and private/corporate) don't follow them. They want to break the rules for their advantage and they also want to support leadership in weaker countries and groups that will help them undermine these standards.

Third, the professionals who work in these areas internationally in "development" organizations that are multilateral like the UN, or country donor programs, or international NGOs, are not trained in all of the rights standards and they are not professionally certified and they are not unionized so that they can protect the standards even if they wanted to. I cannot count the times I have worked in international projects where I have been hired alongside narrow professionals who have just one objective of one kind of "economic growth" and they are specifically there because they have no concern for anything else such as employment of children or destruction of the environment or of individual cultures. When I raise my voice about those, I am told immediately to stop work. And there is no union to protect me. They'll hire someone else to immediately violate the law either because they are mis-educated or because they simply do not care.

I agreed with you and I have spent years developing and organizing these standards so that you and others can find them and use them.

What is happening today, though, is that now the problem is extending to universities and to the professions themselves. For years, I have been able to create and publish these standards. Now, the problems is not only that they aren't taught, but the places for publishing them are disappearing. It is because professions themselves that rely on social science and applied social sciences are now breaking down. They are turning anti-science and anti-measurement and increasingly just publish philosophy without any measures and no longer even use standards in review procedures. Everything has become politicized and self-promotion. So, I have now been writing indicators (that you can also find in my pieces on ResearchGate) on what is happening to the social sciences, how disciplines no longer have discipline, and what measures and standards need to be reintroduced into procedures. We are now losing the idea of reason and measures and logic and just retreating into power, short-term interest and magic. No standards are perfect and that is why we also standardize procedures to assure the use of standards is accountable and inclusive and we have standards for doing that, too. But because they aren't always perfect, we need to assure that debates allow for improving them. Instead, we are now just throwing everything out which means there are no protections at all, no procedures, and not even real debate. We are regressing.

It is good to see that there are colleagues like you who still care about measures and standards.

Human nature,culture ,shared belief,Challanges and norms vary across different Nations and geo-political places.Therefore some broad guidelines like "Good governance" ,"inclusive Growth" e.t.c may be possible but vide diversity may not make one standerdised Govt.functioning be equally efficient in another Geo -political areas.

In addition, the public administration uses various quality management models. The most common models include the ISO 9000 ff. series of standards, the EFQM model for business excellence and the Common Assessment Framework (CAF), https://www.eipa.eu/caf-resource-centre/what-is-caf/

The central criteria for quality assessment in all models are customer, process, employee and results orientation.
