I'm doing a research on existence of so-called "local" worker unions (plus standalone and isolated, described later in this question) in any country?

Local union is an organization-level union that is formed within just one organization. The practice itself is not new as part of whole structural hierarchy, also local unions exist as primary levels in case of JICHIRO for example. However here I mean STANDALONE local unions, which means in one separate organization, such as certain ministry for example, there is a union, which is official standalone legal entity, and basically it is only an organization-level union, without being affiliated to national-level. Particularly I'm interested in public sector. I would appreciate greatly if you could tell me if such thing exists in your (or any) country, as I need country-by-country research.
