Source Time Function (STF) Library files?

I upgraded my Ubuntu Linux from 10.01 to 14.04 and therefore lost my Source Time Function (STF) program as well as the library files. I have however managed to download and install it in usr/local/stf. I have also compiled and successfully run all library files apart from the attached one.

Any assistance regarding compiling and running the attached library file is highly appreciated.
