From the developing or least developing countries researchers find difficulty in publishing good article in impacted journal because english is not their mother language. Sometimes editor(s) ask to do it from native english speaker- You know better how difficult it is. Nothing is free and we are not that rich to pay. The editor(s) can help a lot- I have got once; Thank for that. I think it is unethical to reject a good article for language editing problem alone.
