I heard from Mr Ramesh Chand of NITI Ayog at a Conference on Agriculture that NASA has done such a study for India. Please check.
use the MODIS LST product, LST has the relation with soil moisture. Then use some vegetation indices those are directly available from MODIS product or you can generate from MODIS reluctance product. developed the equation with ground observation and apply in the raster.
We've used MODIS LST and NDVI products to downscale SMAP and SMOS soil moisture products in our recent work.
