Methods of measuring soil moisture:

You can use ISMN (the International Soil Moisture Network), it is an international cooperation to establish and maintain a global in-situ soil moisture database that can be used in Cal/Val of satellite soil moisture data. I am not sure if they have collected in-situ soil moisture data for your region, though.

Global or Regional scale soil moisture data can be downloaded from websites of SMOS or AMSR-E. the detailed procedure to use these data sets can be seen from these websites or using the following research paper.
