Social programs that take care of the citizenry, or options to shop around for solutions that fit your budget. Why would one be superior to the other? Safety net or freedom of choice?
The answer for me is contextual. I think it largely depends on the context to which are these are adopted. In countries where these has been many internal concerns over equality and social justice than certainly the Social Democracy is more important. But, to those nations where there has been abundance in capital and has very few opportunity for the people to mobilize it, than liberal democracy is more important. It is also to remember that at the end what is more important is to having the freedom to choose what could be best for human development,not what it is commonly decided for everyone. As majoritarian principle of democracy might not be at the interest of all the people nor,it will be socially inclusive.
